Eleida Yackel is a Senior Contract Administrator for Public Works with the City of Carlsbad, California, bringing more than 23 years of procurement and contracting experience in both the public and private sectors. Her expertise includes public works contracting, construction procurement, consultant services, and compliance with the California Public Contract Code and CUPCCAA.
Eleida currently serves as a Director-at-Large for the California Association of Public Procurement Officials (CAPPO) and previously served as Chair of the CAPPO San Diego Chapter and Vice-Chair. In these roles, she has supported professional development, facilitated training and networking opportunities, and helped strengthen collaboration among procurement professionals.
Before joining the City of Carlsbad, Eleida worked for the City of San Diego, where she held several progressively responsible positions in both Public Works and Purchasing & Contracting, gaining extensive experience in construction procurement and complex project delivery. Earlier in her career, she worked in manufacturing and logistics, building a strong foundation in purchasing, supply chain operations, and contract administration.
